Early Childhood Care and Education

The Department of Children and Youth Affairs (DCYA) have asked us to inform childcare providers of the following, in relation to the ECCE programme:

1. Guide to the ECCE Programme and Administrative Procedures

2. ECCE Advance Payment

3. Tax Clearance Certificate (TCC)

4. Standard Rate or Higher Capitation rate being passed onto parents

– available at www.dcya.ie/ecce

All ECCE information has now been updated on the DCYA website. This includes the proposed ECCE Payment Schedule, the Guide to the ECCE Programme and Administrative Procedures, the ECCE note for parents, all forms for New Entrants, Transfers etc.

There is a new addition to Appendix 3 – Frequently Asked Questions in relation to Qualifications.

2. ECCE Advance Payment

In relation to services already in the ECCE programme:

1) If you have a much lower number of ECCE children this year (in comparison to last year), you should email Childcare@DCYA.gov.ie as soon as possible stating the number of ECCE children you expect to have, to avoid overpayments.

2) If you have a much higher number of ECCE children this year (in comparison to last year), you must wait until you have submitted your electronic return, and within 2 days of submitting the e-return, contact Monaghan County Childcare Committee to confirm that your e-return has been received by DCYA. You can then email Childcare@DCYA.gov.ie requesting a top up – please put “Top up Required” along with your reference number in the subject line (there is no point in ringing before completing the e-return).

In relation to services new to the ECCE programme for the September 2013 pre-school year:

The advance payment will be calculated by the DCYA on a case-by-case basis. Where you have a much higher number of ECCE children than the number paid for, you must wait until you have submitted your electronic return, and within 2 days of submitting the e-return, contact Monaghan County Childcare Committee to confirm that your e-return has been received by DCYA. You can then email Childcare@DCYA.gov.ie requesting a topup – please put “Topup Required” along with your reference number in the subject line.

3. Tax Clearance Certificate (TCC)

No payments will be made to services unless an up-to-date Tax Clearance Certificate (TCC) has been provided. You may scan and email your TCC to ECCE@dcya.gov.ie, quoting your reference number. If your TCC relates to more than one service, please quote all reference numbers.

4. Standard Rate or Higher Capitation rate being passed onto parents.

The standard rate of capitation (€62.50) is all that is expected to be passed onto parents in relation to full time or part time services.
